Defense & National Security
The EBR team has expertise and experience in a broad range of defense and national security issues from the strategic through the operational to the tactical level. Some senior members of the staff have been working in this field since the 1970s, while many others have spent their entire careers in defense or national security.
EBR has been on the forefront of many of the most important developments in national security and defense. At the strategic level this has meant recognizing that the familiar, Industrial Age mission of the military to “deter and if necessary fight and win the nations wars” became outdated due to the end of the Cold War, with the rise of the Information Age, because of globalization, and as a result of the emergence of new threats such as cyber-threats and religious intolerance. Early areas where EBR conducted significant research and development efforts include:
- Counter-Terrorism
- Quantitative Assessment of Command and Control
- Peace Operations
- Joint and Multi-National Training
- Countering Ethnic Insurgencies
- Command Post of the Future
- Network Centric Warfare and Operations
- Sensemaking in Support of Military Decision Making
- Irregular Warfare
- Military Roles on Disaster Response
- Complex Civil-Military Endeavors
- The Need for and Ways to Create Force Agility
All of these areas have required “fresh eyes” supported by EBR’s multi-generational and interdisciplinary teams. The capacity to understand and value the existing approaches and systems, but also to recognize their limits, offer constructive criticism, and see how positive change can be introduced are core EBR capabilities in this area.
