Learn about SeaPort-e
Command and Control Research
EBR is a key player in the field of command and control
(C2). The Research and Development Operations Program
supports a major technical command and control research
program designed to undertake initiatives to improve
the state of the art and practice of C2. To this end,
EBR is supporting four types of applications: (1) conduct
of symposia/knowledge engineering; (2) development of
evaluation methodologies; (3) experiments and war games;
and (4) collection of data. During this ongoing effort
(now in its tenth year), EBR has supported numerous
workshops and symposia all over the world and published
dozens of original books on subjects such as peacekeeping,
coalition and joint operations, and military transformation.
Military Futures
The Military Futures Team researches, studies, and analyzes
critical decision-making activities occurring within
the military and related sectors. Past efforts have
allowed us to realize our goal of becoming a niche provider
in C2 and Net-centric operations studies, research,
and analysis. Our vision for the future is to maintain,
nurture, and grow these areas, while expanding into
interesting and new realms when appropriate.

Transformation and Experimentation
The Transformation and Experimentation (T&E) group of
the Military Studies Division focuses on research related
to the development of Network Centric Operations (NCO)
and the successful implementation of NCO. The team examines
such issues as understanding the military decision making
process, transformation within the military context,
and how people in groups make decisions. The team looks
at the combination of networks, technology, collaboration,
and communication, and how all of these aspects contribute
to operations. More specifically, the T & E group hopes
to educate the Defense community and allies in the scope,
benefits, and utility of NCO principles. The goal of
the T & E group is to support the revolution of the
military force and culture from the bottom up through
the use of experimentation, transformational articles,
and the creation and sharing of new knowledge and experiences.
The method of conducting this work is threefold. First,
the T & E group conducts case study research and experimentation
founded upon a synthesis of observations, insights,
and findings from various research activities and combat
engagements. Second, the T & E group develops educational
resources including material, knowledge bases, and educational
initiatives designed to further enhance the understanding
and implementation of NCO technologies and practices
within the broader DOD community. Third, the T & E group
supports efforts in applying NCO attributes and metrics
to the Sense and Respond Logistics effort in hopes to
apply this revised logistics foundation to the broader
DOD community.
